I have noticed this a few times. If a change fails to deploy (python syntax error for example) the pipe will hang when trying to initialize the editing mode. Last time this happened it took ~30 minutes before the workflow was editable again. This might be related to the overall size of the workflow as I have not experienced this on smaller workflows.
