Why Can't I Update Existing Uses of a Shared Component to the New Version without Deleting and Re-adding?

I’m having trouble updating a shared component. I can see the new version, with the new version number, is published and when I add a new instance into a workflow, the expected version is found. However, I cannot update prior uses of that component to the new version without deleting and re-adding.

Sometimes the menu option to update is greyed out:

Sometimes (in the same workflow) I’m presented with an option to instead edit the code. If I elect to edit the code, the old version is shown:

Since the shared component has multiple properties that must be configured differently in each case, deleting and re-adding is painful.
