Can developers create and distribute apps?

I am trying to determine the best way to distribute a set of actions for a new, internet-facing application.

I have built a couple of actions and I would like to bind them to a single app, like there are multiple actions for “Google Sheets”.

Are “apps” objects that only the Pipedream team can create?
