Currently, Pipedream does not provide a public API endpoint to programmatically create new user accounts from your application. Account creation is designed to be done interactively by users, either via the web UI or, for CLI users, with the pd signup command, which opens a browser window for the signup process. If you are looking to automate account creation for users, this is not supported via a direct API at this time. Each user must sign up themselves through the standard signup flow.
