A ShopListing can be deleted only if the state is one of the following: SOLD_OUT, DRAFT, EXPIRED, INACTIVE, ACTIVE and is_available or ACTIVE and has seller flags: SUPRESSED (frozen), VACATION, CUSTOM_SHOPS (pattern), SELL_ON_FACEBOOK.
